Security Service of Ukraine (SBU), a Ukrainian intelligence agency, claimed that on October 23 that law enforcement officers had detained two Ukrainians who planned a terror attack against the city of Kyiv. The terrorist plot was coordinated by Russian intelligence.
According to the statement the suspects planned on detonating improvised explosives at a crowded area in Ukraine’s capital in order to cause “the greatest number of civilian deaths” as well as to sow panic.
Throughout the war, Ukrainian law enforcement agencies accused a number of citizens of spying on or otherwise cooperating Russian security services.
Russian intelligence allegedly recruited and instructed a 20-year old resident of Zaporizhzhia, via Telegram, on how to make explosives. SBU reported that she also convinced her 26-year old partner to cooperate.
The SBU claimed the suspect was in communication with a Russian military officer from the Russian occupied territory of Zaporizhzhia Oblast. According to the law enforcement agency, she used two cell phone to connect a plastic explosive with a detonator, which she had retrieved from a hidden cache.
Before the planned terror attacks, the two were to complete a “test mission” and set ablaze several vehicles of Ukrainian military in Zaporizhzhia Oblast. Both of them were detained by the SBU when they attempted to set a vehicle on fire.
If the suspects are charged, they could face life imprisonment and confiscation of their property.
According to a draft prepared by Italy, this year’s G7 chair, the leaders will issue a statement in October stating that “Russian sovereign assets will remain unmobilized until Russia ceases its aggression and pays the damages it has caused Ukraine.”
