AFP reported that a high-ranking official close to the Presidential Office, who declined to be named, said that President Volodymyr Zelensky had rejected U.N. Sec.-General Antonio Guterres’s visit to Ukraine because of his participation in a Russian summit.
The Kyiv Independent has reached out to the Presidential Office for comment but has not yet received a response at the time of publication.
Guterres was at the BRICS Summit in Kazan, hosted on October 23-24, despite Ukraine’s criticism. The U.N. Secretary-General did not attend the global peace summit held in Switzerland in the summer at Kyiv’s invitation.
“After Kazan (Guterres), he wanted to come to Ukraine but the president didn’t confirm his visit. Guterres will not be here because of the humiliation that sanity, international law and the sanity of Kazan suffered,” the source told AFP.
Guterres and Putin met in Kazan. Social media was flooded with the photo of their handshake.
The U.N. Secretary’s visit coincided with reports that North Korean troops were being deployed in Russia’s Kursk Oblast, and they are expected to be sent fighting in Ukraine.
Guterres told Putin that Russia’s invasion of Ukraine was a violation of the U.N. Charter and international law. This was revealed in a U.N. press release issued after their meeting.
Zelensky, without naming Guterres, said on October 24 that “even some of its functionaries prefer to be tempted by the temptations of Kazan than the content of the U.N. Charter.” Our world is structured in such a manner that the rights and norms of international laws matter and will continue to matter.
The visit of Guterres to Ukraine had not been announced in advance.
Among other leaders, the Chinese President Xi Jinping, and Indian Prime Minister Narendra modi, arrived at this summit. After suffering a serious head injury, Brazilian President Luiz Inacio Lula da Silva canceled his trip.
