A survey conducted by RFE/RL Current Time and Meduza on October 22 shows that Russian President Vladimir Putin still enjoys majority support in Russia, even though his supporters often back steps that contradict the Kremlin’s actual policies.
Independent polls have shown that the Kremlin chief enjoys consistent support from the Russian public, despite Moscow’s war against Ukraine lasting more than two-and-a-half years.
According to a poll conducted by independent Levada Center between September 10 and 17, 78% of respondents continue to support Putin as president.
Putin’s supporters also said that the government needs to focus more on domestic economic and social issues. And 61% of them favored a peace in Ukraine based on mutual concessions.
Some 43% of respondents wished to restore relations with Western countries, while 25% supported the full mobilization of the war against Ukraine.
The Kremlin avoided a full draft by only mobilizing a limited number of troops in September 2022. It then replenished its forces with other sources, such as volunteers, prisoners, migrant laborers, or recently, North Korean soldiers.
Those who did not support Putin supported a peace deal with Ukraine that included mutual concessions. 90% wanted to restore relationships with the West. 92% wanted a greater focus by the government on domestic issues.
Putin has said he’s always open to negotiation while simultaneously reiterating Moscow’s maximalist goals for “demilitarization”, and “de-Nazification”, of Ukraine. The Kremlin has used propaganda to falsely accuse the Ukrainian leadership of Nazi ideologies in order to justify its full scale invasion.
Officials from Ukraine and the West said that they did not believe that Putin was willing to negotiate in good-faith and continued to seek to control the country.
Russia has not yet agreed to take part in the planned second peace summit of Ukraine. As a condition for talks, Putin demanded in June that Kyiv renounce the entire region of Zaporizhzhia and Kherson, which is under partial Russian occupation.
Ukraine rejected this and said that any peace talks would be conducted on the basis President Volodymyr Zelensky’s peace formula. This formula stresses the inviolability and sovereignty of the territorial integrity of Ukraine and the complete withdrawal of Russian troops.
Russia continues to hold approximately one-fifth the territory of Ukraine, while its forces are steadily advancing in the Donbas area.
