The Telegraph, citing UK Government officials, reported that the leaders of France and Britain are expected to meet on November 11 in Paris to discuss a final-ditch effort to persuade America to allow Ukraine strike deep within Russia with Western weapons prior to Donald Trump’s entry into the White House in early January.
According to the newspaper article, British Prime Minister Sir KeirStarmer and French President Emmanuel Macron are hoping that President Joe Biden will grant the approval sought by Kyiv in the past months as a way of cementing his legacy.
One source was quoted saying, “We want to make the most out of the time we have between now and January 20 (when Trump becomes president) and not put everything on hold for the next administration.”
Trump’s comments about Ukraine have focused on speedy results rather than long-term support. He has also refrained from saying that he wants Ukraine triumph over Russia.
He has repeatedly said that he will end the war in “24 hours.” Though he hasn’t yet outlined a plan, many expect it to involve Ukraine ceding territory to Russia.
With six weeks until Trump’s inauguration date, the outgoing U.S. president Biden can make decisions he has never made before. He is not burdened by the election campaign or the responsibilities of a second term in office.
The concerted campaign of Ukrainian President Volodymyr Zelensky to get permission to use Western weapons such as the U.S.-made ATACMs or the U.K.’s Storm Shadows in order to strike deep within Russia has failed to date.
In his latest phone call, he highlighted that Ukraine could target “every camp” where North Korean troops were currently gathered in Russia.
This would be atop some of the airbases that Russia uses to launch missile attacks against Ukrainian cities.
Last week, Kurt Volker, the U.S. Special Representative for Ukraine Negotiations in 2017-2019 and former Ambassador to Kyiv Independent, said that the Biden administration should drop its objections.
“Let Ukraine use the arms we have given them. This can be done quietly. It doesn’t need to be a big deal. If the Biden administration insists, it can be done case-by-case,” he said.
“But there is no justification to allow Russia to attack Ukraine anywhere and to tell Ukraine they must not strike in return.”

Jake Sullivan, U.S. National security adviser, said that President Biden would have the chance to convince Congress and the incoming administration of the United States not to walk away from Ukraine.
“Reports claiming that the Ukrainian side had been informed of the alleged phone call in advance are false. Accordingly, Ukraine couldn’t have endorsed or objected to the call”, foreign ministry spokesperson Heorhii Tykhyi said to Reuters.
One source familiar with the conversation said that during the call from Trump’s Florida resort, the President-elect told Putin not to escalate tensions in Ukraine, and emphasized Washington’s significant military presence throughout Europe.
On Nov. 10, authorities in Moldova found two Russian drones near the districts of Kaushan and Rishkan.
According to a recent U.S. assessment, Russia has gathered the 50,000 soldiers without pulling its troops out of the Eastern Front.

The Russian Defense Ministry reported that on November 10, Russian air defense destroyed 70 Ukrainian drones including 34 in Moscow Oblast in the largest drone attack against the Russian capital.
