The State Bureau of Investigation exposed two people, a son who was the head of the Pension Fund Office of Khmelnytskyi oblast and a woman who was the head of Khmelnytskyi’s Medical and Social Expertise Center. They were involved in a fraudulent scheme of creating disability certifications to avoid military service and illegally earning six million dollars.
According to sources close to this matter, the head of the Pension Fund Office for Khmelnytskyi Oblast, Oleksandr Krpa resigned after a high-profile scandal involving his own family.
On 5 October, the Ukrainian State Bureau of Investigations (SBI) of Ukraine arrested the head of Khmelnytskyi Regional Center for Medical and Social Expertise. The SBI was investigating illegal enrichment of $6 million and a scheme that involved fraudulent disability certificates for military service evasion.
This case highlights Ukraine’s intensified efforts in combating corruption to promote economic growth, meet requirements for EU Integration, and align with Western Standards in general.
Suspilne reported that Oleksandr Kupa resigned on 10 October. Maria Kviatkivska, who is acting as the head of the Pension Fund Office for Khmelnytskyi Oblast while the investigation continues.
His financial declarations reveal a large number of assets, including 4 cars, 3 apartments, 25 land plots and 2 unfinished houses, 4 garden houses (dachas). Oleksandr declared a 2023 income of 657,126 hryvnias (15,978 dollars) as the head of Pension Fund.
Tetiana Krupa, his mother, is currently in jail with a bail of over 500 million hryvnias (12 million dollars).
Investigators found $100,000 in cash and forged medical records, lists of “draft avoiders” with fictitious diagnosis, luxury cars, 30 properties and foreign accounts, as well as luxury cars and 30 properties.
Tetiana tried to get rid of $500,000 by throwing the money out a window.
If proven, the undeclared wealth could result in a 10-year sentence behind bars and confiscation of property.
The case also has political implications. Tetiana Krupa is now facing a recall. She was elected to the Khmelnytskyi Regional Council in the name of the “Servant of the People”. The party has started a recall procedure, citing her failure to meet the expectations of voters.
