The resolution raises alarm over the brutal repression of peaceful protesters and opponents by the authorities, which has violated freedoms of expression and assembly.
**Instrumentalization of Public Institutions**
The Congress notes that public institutions have been instrumentalized to pressure voters during election campaigns. This has led to dismissals, intimidation, and pressure on civil servants.
**Risk to Local Elections**
The resolution concludes that many shortcomings and challenges affecting democracy, rule of law, and human rights have led to a collapse in public confidence in democratic institutions. It risks exacerbating the situation and undermines the trust-based environment necessary for holding free and fair local elections.
