**Estonia’s Defense Minister Urges Financial Aid for Ukraine**
Estonia’s Defense Minister, Hanno Pevkur, recently spoke at the Halifax International Security Forum. He said that Ukraine needs more money to produce its own military equipment, not foreign troops on its battlefield.
Pevkur told The Hill that Ukraine can handle its defense if it has the necessary resources. He said that Ukrainians can fight effectively when they have what they need to face Russia.
**Ukraine’s Growing Military Capacity**
Pevkur highlighted Ukraine’s growing ability to produce military equipment, such as howitzers. However, he noted that Ukraine’s industry only has $15 billion to spend, while its capacity is about $30 billion.
He said that if Western allies want to help Ukraine, they should give the country money instead of troops. This would allow Ukraine to use its own resources and capabilities more effectively.
**Missed Opportunities**
Pevkur reflected on past counteroffensives in Ukraine. He noted that during the surprise Kursk incursion in August, Ukraine didn’t have enough equipment or firepower to push further. He called this a missed opportunity.
He urged Western allies to commit fully to helping Ukraine achieve victory, rather than just sustaining its fight.
**Potential Threats**
Pevkur warned that the next six months of political transitions in the U.S. and Europe could embolden adversaries like Russia, China, Iran, and North Korea.
Estonia remains vigilant against potential hybrid attacks from these countries. Pevkur cited examples such as suspected Russian cyber attacks and sabotage of Baltic undersea cables.
**Prevention is Key**
Pevkur stressed that preventing and reacting to these kinds of attacks is very important. He said that Estonia knows what Russia is capable of and takes steps to prevent and respond to threats.
