Mykhailo Podolyak, the presidential advisor to the Wall Street Journal, told them in an article published on October 14 that Ukraine’s victory plans include a request for more ATACMS missiles and Storm Shadows as well as permission to launch them against military targets in Russia.
The plan was pitched by President Volodymyr Zelensky to the leaders of the major Western powers in order to garner international support.
Podolyak, a WSJ reporter, said that the victory plan includes military, economic, diplomatic, and political steps aimed at pressing Russia to end its war.
According to the advisors, permission to strike deep within Russian territory could increase domestic pressure, weaken Russian forces and change Russian President Vladimir Putin’s strategic calculus.
Ukraine has received several long range systems from its partners including U.S. made ATACMS and French SCALP as well as British Storm Shadow but was not allowed to use them against Russian targets.
Podolyak said that if Ukraine did not receive further aid, the war would continue for many years and could undermine the Western world’s standing. Podolyak said that if Ukraine is forced into a weaker negotiating position, it would only encourage Putin to seek complete control over the country.
Ukraine has released general outline of its victory plan, but has not revealed all the details. Podolyak announced on national television that the plan will be published in the next few days.
Zelensky called on Ukraine’s partners to take “decisive actions” to end the war with Russia by next year. The situation for Kyiv is getting worse as Russian forces continue to advance in Ukraine’s eastern region and concerns grow over the future U.S. assistance after the presidential elections in November.
There are fears Donald Trump, if he returns to the White House as President, will withdraw or scale back U.S. assistance and pressure Ukraine into painful concessions.
The lull was caused by the Russian attack on Ukraine in September with over 1,300 Shahed Kamikaze drones, which targeted settlements all across the country every day for a month. This daily pattern has continued into the first days in October.
Over 2,000 military personnel will be involved in the two-week exercises, as well as 60 aircraft from eight bases. The drills will take place over the airspace of Denmark, the U.K. and the North Sea in Belgium and the Netherlands. Thirteen NATO countries will send aircraft to participate.

The statement comes two days after German Foreign Ministry Annalenna Bärbock said that Russian president Vladimir Putin is not willing speak with German Chancellor Olaf Scholz regarding brokering peace in Ukraine.
This includes 1,260 casualties that Russian forces have suffered in the last day.

Zelensky, in a video message posted on Telegram, said that Russia has also launched over 40 missiles and more than 400 combat drones.
