**Ukraine and US Sign Energy Resilience Memorandum**
Ukraine’s Foreign Ministry announced on December 3 that a memorandum of understanding was signed with the US to ensure the resilience of Ukraine’s energy system. The document, signed by Foreign Minister Andrii Sybiha and US Secretary of State Antony Blinken, includes up to $825 million in US aid.
**Targeting Energy Infrastructure**
Ukraine’s energy system has been repeatedly targeted since Russia launched its full-scale war against the country. Strikes have devastated coal, oil, and hydroelectric power plants, making nuclear facilities critical to Ukraine’s electricity supply.
**Restoring Critical Infrastructure**
The memorandum aims to restore Ukraine’s critical infrastructure, introduce distributed generation, reform the energy sector, and facilitate a post-war transition to a low-carbon, competitive, and European-integrated economy.
**US Aid and Air Defense**
The document includes US aid totaling up to $825 million. Ukraine is also calling on its partners to provide additional air defense assets as Russia intensifies its strikes against cities ahead of winter.
**Russia’s Strikes**
Russia launched nearly 100 drones and 90 missiles against Ukraine overnight on November 28, targeting energy infrastructure. Ukraine introduced emergency blackouts across the country following the recent attack.
