This week’s issue of the Ukraine Reforms Tracker covers events from February 10 to 16, 2025. The digest highlights steps taken by Ukrainian lawmakers related to business, economics, and international financial programs.
**IMF Reform Progress**
The selection commission has completed its initial review of candidates for the position of Bureau of Economic Security director. Several applicants were asked to provide additional information or clarification regarding their previous experience. This is a procedural step in the technical screening process, after which the commission will determine which candidates will advance to the next stage.
**Reform Commitments**
Ukraine’s Parliament has approved, in its first reading, draft law #12374-d, which introduces reforms to the Asset Recovery and Management Agency (ARMA). The legislation outlines a competitive selection process for ARMA’s leadership, giving international experts a decisive vote in the selection commission. This is part of Ukraine’s reform commitments under the Ukraine Facility.
**Economic Developments**
The Ukrainian Parliament has passed an amendment allowing state-owned Energoatom to purchase Russian-made nuclear reactors from Bulgaria for the Khmelnytskyi Nuclear Power Plant (KhNPP). The deal involves acquiring two Rosatom reactors, which will cost $1 billion. This decision was made despite lawmakers not yet passing legislation authorizing the construction of new units.
Additionally, Ukraine’s National Security and Defense Council has announced a 30% price reduction on essential medications, effective March 1, 2025.
**Business Survey**
A recent survey conducted by Technology of Progress and Gradus research agency found that 61% of business owners and executives believe Ukraine is moving in the right direction with reforms. However, there was a lack of confidence in anti-corruption efforts, with 53% not believing that corruption decreased in 2024. The survey also highlighted significant economic challenges faced by businesses in Ukraine.
