Zelensky announced on October 17 that President Volodymyr Zelensky had signed a bilateral agreement for security with Greek Prime Minister Kyriakos Mistitakis.
Ukraine has already signed similar agreements with the U.S.A., U.K. Germany and France to help Kyiv resist Russia’s aggression during the full-scale conflict. These agreements are based upon a pledge made in July 2022 by the Group of Seven.
Zelensky, writing on X, wrote that “Greece will continue to meet Ukraine’s most pressing defense needs.”
He added that “(Greece will) also provide additional resources for our pilots to accelerate F-16 Training.”
Greece, despite conflicting reports and pressures from the EU, said in April 2024 it would not be sending Ukraine either Patriots, or S-300 systems for air defense, despite this request and Ukraine’s critical shortage of air defense.
Mitsotakis stated that Greece supported Ukraine in many ways, including with defense material.
“But we said right from the beginning that we could not get rid of weapons systems that were crucial to our deterrence capability.”
Mitsotakis stated that sending the equipment would pose a too high risk to Greek air safety.
According to the Kiel Institute for the World Economy, which tracks international aid for Ukraine (IfW Kiel), Greece has allocated 137 millions euros ($148 million), as assistance by August 2024.
“Either Ukraine has nuclear weapons that will protect it, or they must be a part of an alliance.” “We do not know any other alliance that is as effective as NATO,” Volodymyr Zelensky told Republican presidential candidate Donald Trump.
The legislation approved by the parliament in December was pushed through under pressure from Western partners as well as Ukrainian business associations. The reform is a necessary step towards Kyiv’s EU accession.

“We end up in a protracted state of war.” In my opinion, a protracted war is almost impossible to end, said Valerii Zaluzhnyi. He was Ukraine’s former commander in chief and newly appointed ambassador to the U.K.
On October 17, President Volodymyr Zelensky stated that the victory plan included placing conventional missile capability in Ukraine, which would either force Russia into negotiations or destroy their military targets.
Dmytro Plenchuk, a Ukrainian Navy spokesperson, said that just because Russia deploys cruise missile carriers on the sea does not mean the ships will be used in an attack.
On October 17, President Volodymyr Zelensky arrived in Brussels to present his five point victory plan to Charles Michel, the president of the European Council.
The Ukrainian Southern Defense Forces revealed and attacked a Russian military training facility on October 15, posting footage of the attack.

Pokrovske coal mining is located 10 km (6miles) west of Pokrovsk. It is the largest coal mine in Ukraine, and one of the biggest in Eastern Europe.

Mark Rutte, Secretary General of NATO, announced that the next meeting between the Ukraine and NATO Council will be held on October 17. The meeting will include defense ministers of NATO member states and Ukraine’s Rustem Umerov, the country’s Minister of Defense.
