**Drone Attack Kills Eight in Ukraine**
In other news, eight people, including a child, were killed in a drone attack on Ukraine’s northeastern region of Sumy overnight. A separate strike on Sunday killed 89 people. The drone attack targeted a residential building in the small town of Hlukhiv, injuring 12 people, including two children.
**President Zelensky Speaks Out**
President Zelensky said that Russia continues to terrorize Ukraine’s border regions and that Putin wants the war to continue. He wrote on social media that the attack confirmed that Putin is not interested in talking about peace.
**Zelensky to Address European Parliament**
Later today, President Zelensky will address a special session of the European Parliament via videolink from Kyiv. This comes as US President Joe Biden gave Ukraine the green light to use long-range missiles supplied by the US to strike Russia.
**Russia Updates Nuclear Doctrine**
The Kremlin has approved an updated nuclear doctrine that says Russia can use nuclear weapons in case of a critical threat to its sovereignty, even if only with conventional weapons. This includes attacks on Belarus or a massive launch of military aircraft, cruise missiles, drones, or other airborne vehicles crossing Russian borders.
