**Parliament Approves New Rules for Assemblies and Demonstrations**
The Georgian Parliament has approved a new set of rules related to assemblies and demonstrations. The changes were made in the third reading, with MPs from “Georgian Dream” initiating the legislative package.
**New Requirements for Gatherings**
Under the new rules, prior written notification to local authorities is now mandatory for spontaneous gatherings or demonstrations. The concept of such events has been defined, and a specific entity will be responsible for enforcing regulations on assemblies and demonstrations.
**Restrictions on Protests**
Holding protests in enclosed spaces or buildings without permission from the owner is now prohibited. Additionally, blocking highways, bridges, tunnels, overpasses, designated municipal transport hubs, and railways during protests is also banned.
**Increased Penalties**
The maximum administrative detention period has been increased from 15 to 60 days. Minor hooliganism, such as public swearing or offensive behavior toward citizens, will now result in a fine of 500-3,000 GEL or up to 20 days of detention for first-time offenders.
**Repeated Offenses**
Repeated offenses, including vandalism and verbally insulting law enforcement officers, military personnel, or state officials, will face more severe penalties. Repeat offenders may be fined 2,000-5,000 GEL or detained for up to 60 days.
