In response to a Kyiv Independent journalist, the Ukrainian ambassador to the U.K. Valerii Zaluzhyni stated that Ukraine needed to change its approach in mobilization to remove Soviet influence. However, more time is required for a reform to be successful.
“Unfortunately, because we don’t enjoy the luxury of time, we are forced to impose certain limitations. In a democracy, this is all seen as controversial”, Ukraine’s former commander in chief said in a London speech at Chatham House.
Ukraine updated its legislation on mobilization in the spring to replenish its military as the war with Russia has been going on for more than two and a half years.
The ambassador admitted that Ukraine has made many mistakes over the years.
Zaluzhyni said that “as we change the mentality of our country… (and) order our nation on a democratic base, we also had to change our mobilization approach.” The retired general stated that the system of mobilization is still influenced and dates back to the Soviet era.
“We won’t be able change that until we have enough time…to bring up a generation of people who, without state interference, will take up weapons and defend their homes.”
Volodymyr Zaluzhnyi, the then-commander of the military, had requested the draft of 450,000 to 500,000 people due to a prolonged conflict. Zaluzhyni denied this figure later.
The growing tensions between them were a result of the uncertainty over mobilization, and Zaluzhnyi’s sobering media statements regarding the war. Zelensky replaced Zaluzhnyi as chief commander in February.
In his speech, Zaluzhyni warned that Russia would seek to exploit any tensions in order to wage war on the “informational space and cognitive space,” which would make the “mobilization campaign even more difficult.”
The accelerated mobilization has exacerbated social tensions in Ukraine, which were already aggravated years of Russian attacks, energy shortages, and economic challenges.
The Kremlin has used numerous reports about scandals and conflicts involving Ukrainian enlistment officers and citizens in order to drive a wedge into the Ukrainian population.

On October 17, President Volodymyr Zelensky stated that the victory plan included placing conventional missile capability in Ukraine, which would either force Russia into negotiations or destroy their military targets.
Dmytro Plenchuk, a Ukrainian Navy spokesperson, said that just because Russia deploys cruise missile carriers on the sea does not mean the ships will be used in an attack.
On October 17, President Volodymyr Zelensky arrived in Brussels to present his five point victory plan to Charles Michel, the president of the European Council.

The White House released a statement saying that the new package would include “additional capabilities in air defense, air-to ground munitions, armored cars, and critical munitions for Ukraine’s urgent requirements.”
According to unnamed sources cited by RBC-Ukraine, the individual in question is Oleh Hrybenko. He is reportedly responsible, according to the media outlet, for maintaining the security at critical infrastructure facilities.
The tanks will be part of a larger package worth 245 million Australian Dollars ($163 millions).
It wasn’t the first time that missiles and drone debris were found on Moldovan soil.
German Chancellor Olaf Scholz said that he would “if asked” speak to Russian President Vladimir Putin, but that no decisions would take place without the input from Ukraine or other Western Allies.
