Zelensky in Brussels: Victory plan includes Western-supplied package of missiles to force Russia into talks

On October 17, President Volodymyr Zelensky stated that the victory plan included placing conventional missile capability in Ukraine, which would either force Russia into negotiations or decimate Moscow’s military targets.
Zelensky, who presented the plan to the European Council at Brussels on October 17, said: “We propose placing a deterrence on Ukrainian land that would either force Russia into real negotiations or allow its military targets to be destroyed.”
The Ukrainian head of state arrived at Brussels one day after he revealed the majority of the five-point strategy to the public during a speech before the Ukrainian parliament. The third point is a “ nuclear deterrence package”, which will be placed on Ukrainian soil.
“It’s the peace-through-strength approach,” Zelensky said, explaining this concerns a missile package obtained with the support of the U.S., the U.K., France, Germany, and Italy. He did not specify which exact weapons systems Kyiv is seeking in this context.
Washington, London, Paris, and Brussels have all provided Ukraine with long range missiles such as ATACMS Storm Shadow and SCALP/T, but they have not permitted their use on Russian territory. The victory plan included a point on lifting these restrictions.

According to the President, Ukraine will only use the deterrence packages if Moscow does not end its war of aggression.
Zelensky’s address included the remaining four points of the victory plan, which include an invitation to immediately, defense support, cooperation economic and a post-war security structure.
The president called on European partners to provide sustained support “because Putin is preparing reinforcements for the war.”
Zelensky stated that Putin wants to match your country’s ammunition production by the end of next year. He added that Moscow receives assistance from North Korea, Iran and others.
“We have received signals that China actively helps Russia drag out this conflict,” the president said citing “clear Intelligence data.”
“We end up in a protracted state of war.” In my opinion, a protracted war is almost impossible to end, said Valerii Zaluzhnyi. He was Ukraine’s former in chief and newly appointed ambassador to the U.K.
