Zelensky signss bill on customs reform into legislation

On October 17, President Volodymyr Zelensky signed a bill to reform the State Customs Service. The bill was introduced to combat corruption and save money that would otherwise be lost due to smuggling.
After the signature of the president, the law will come into effect on Nov. 1,
The legislation approved by the parliament in December was pushed through under pressure from Western partners as well as Ukrainian business associations. The reform is a necessary step towards Kyiv’s EU accession.
The reported that the Ukrainian Customs Service was described as the country’s “biggest cash-cow” and “largest scheme of tax evasion” because smugglers are able to avoid paying customs fees of $2.4 to $3 billion each year.
Ukrainians consider the State Customs Service to be the most corrupt institution of the country. Previous reform attempts have failed.
One of the most important changes in the bill is that the new head will be chosen by an independent committee. Half of the committee will be independent experts. The new chief can choose his deputy.
The law also includes audits conducted by external experts, an initial vetting of current employees and a greater independence from Foreign Ministry.
The law is not only aimed at reforming the institution, but also bringing more funds into the state budget. Ukraine is facing a deficit of 35 billion dollars next year.
The country has taken a number painful steps, including a recent tax hike, to cover the part of the budget deficit that will not be covered by external aid.
