**Ukraine to Create List of Sites Russia Must Cease Attacking**
Ukrainian President Volodymyr Zelensky has announced that Ukraine will create a list of energy, infrastructure, and civilian sites that Russia must stop attacking. The list will be presented to international partners.
Zelensky made the announcement on March 19 during a joint press conference with Finnish President Alexander Stubb in Helsinki. He said that if Russia stops attacking Ukrainian facilities, Ukraine will also stop attacking Russian facilities.
**Russia Continues to Attack Despite Putin‘s Pledge**
Despite Russian President Vladimir Putin‘s pledge to pause strikes on Ukrainian energy infrastructure for 30 days, Zelensky noted that Russia launched a large-scale assault on Ukraine’s infrastructure overnight on March 19. The attack hit energy facilities, hospitals, and civilian infrastructure, causing outages in the Donetsk Oblast city of Sloviansk.
**Ukraine Expects US to Monitor Russia’s Compliance**
Zelensky stressed that Ukraine expects the United States to take a leading role in monitoring Russia’s compliance with Putin’s pledge. He cited an example of how Russia continued to attack Ukrainian energy infrastructure despite Putin’s promise, saying “An example is yesterday’s strike after Putin said there would be no strikes on energy and civilian infrastructure.”
**Ukraine Brings Home 175 Soldiers in Prisoner Exchange**
In other news, Ukraine has brought home 175 Ukrainian soldiers in a one-for-one prisoner exchange with Russia. President Zelensky announced the move on March 19.
**Additional Military Assistance for Ukraine**
The outgoing German government has agreed to release an additional 3 billion euros ($3.3 billion) in military assistance for Ukraine. This is in addition to previous aid packages.
