President Volodymyr Zelensky announced on Sept. 16 that his Victory Plan for Ukraine is almost complete, with over 90% of the necessary steps already defined. He stated that this plan is not impossible and will strengthen Ukraine. Zelensky plans to present the plan to allies next week.
During his daily address, Zelensky emphasized the importance of international law and how this plan will benefit not only Ukraine, but also the rest of the world. He previously mentioned on Aug. 27 that he would present the plan to U.S. President Joe Biden during their meeting in September.
While the details of the plan have not been revealed yet, Zelensky mentioned that it includes Ukraine’s participation in global security infrastructure, diplomatic efforts to pressure Russia to end the war, and an economic aspect. The ongoing Kursk incursion is also a part of this plan.

However, Ukraine has rejected any ceasefire or temporary break in hostilities, stating that it would only give Russia the opportunity to regroup its forces.
