Mykhailo Podolyak, advisor to the Presidential Office, said on October 12 that President Volodymyr Zelensky will reveal his “victory plans” publicly to Ukrainians “in a matter of days”.
Zelensky’s five-point plan for victory includes military and diplomatic elements, including Ukraine’s invitation to NATO. However, the full details of Zelensky’s peace framework have yet to be made public. Kyiv said that the plan aims to strengthen Ukraine’s negotiating position in the future and to push Russia to reach a just peace.
Zelensky presented the victory plan, with mixed results, to a number Western leaders, including U.S. president Joe Biden, French president Emmanuel Macron and U.K. prime minister Keir Starmer.
Ukrainska Pravda reported that Podolyak, on the country’s marathon television broadcast, said: “The key points already are clear, but (Zelensky will add details which will clearly state what type of programme of tension it is, why is it important, and how it is parallel to the peace formula.”
Andriy Yeermak, the head of the Presidential Office said on September 29 that the plan would be presented to Ukrainians with some “sensitive” information to prevent information from being leaked to Russia.
“Everything that is made public is heard by both our country and the enemy.” This is why certain details of the plan are classified. It is important to see this plan implemented on enemy territory,” Yermak stated.
Zelensky said that the plan was designed to push Russian president Vladimir Putin into a fair agreement by boosting Ukraine’s firepower. This included requesting more weapons and removing restrictions on long-range rocket strikes. This would give Ukraine an upper hand after two and a quarter years of Russia’s full-scale invasion.
“It’s important to know what we will do at each stage of war.” I think that the president will make the presentation very effectively,” Podolyak concluded.
In his evening address on October 12, President Volodymyr Zelensky said that Ukraine and France are working together to establish new joint production facilities for defense.
