Volski stated that certain laws need to be adopted quickly to prevent processes that could “destroy the country.” He emphasized that the situation in Georgia required the adoption of this law in such a manner. Even those calling for a revolution would agree with this, he said.

The Venice Commission has stated that amendments to the “Code of Administrative Offenses” and the “Law on Assemblies and Demonstrations” should be reviewed through a proper legislative process. However, Volski criticized the commission for not being interested in whether police are being attacked with pyrotechnics, stones, or Molotov cocktails.
