**US Envoy Arrives in Kyiv, Russia Continues Attacks**
The US President’s special envoy for Ukraine, Keith Kellogg, arrived in the Ukrainian capital of Kyiv on February 19. His mission is to listen to Ukraine’s concerns and report back to the White House.
Kellogg said that he understands the need for security guarantees and the importance of Ukraine’s sovereignty. He will spend three days in the country, with a possible visit to the front lines proposed by President Volodymyr Zelensky.
**Russia Launches Another Attack**
Meanwhile, Russia launched 167 drones against Ukraine overnight, causing significant damage. Two ballistic missiles were also fired at Sumy Oblast, damaging buildings and cars.
Residents posted videos on social media showing a large fire at the refinery. The Air Force reported that Russian forces suffered over 1,300 casualties in just one day.
**International Reaction**
The US and Russia held talks in Saudi Arabia without Ukraine’s participation. President Zelensky stressed that his country would not accept the conclusions of these talks.
European foreign ministers and the EU’s foreign policy chief spoke with US Secretary of State Marco Rubio after the US-Russia talks. France has decided not to send soldiers to the front lines, while Canada is considering increasing its involvement.
**Ukraine and Moldova Strengthen Ties**
Ukraine and Moldova have signed a memorandum to strengthen their efforts towards European Union integration. This comes as Russia continues to occupy parts of Ukraine.
**Aid Package Expected**
The US and EU are expected to provide a significant aid package to Ukraine, including 1.5 million artillery shells, air defense systems, and equipment for military brigades. The value of the aid could reach up to 10 billion euros ($10.8 billion).
