During a press briefing on September 17, U.S. Ambassador to the United Nations Linda Thomas-Greenfield stated that U.S. officials have reviewed President Volodymyr Zelensky’s Victory Plan and believe it to be a viable strategy. Zelensky had announced on September 16 that his plan for Ukraine is almost complete and he will be presenting it to allies next week. However, the details of the plan have not been made public. Thomas-Greenfield confirmed that the U.S. is already familiar with the plan and believes it lays out a strategy that can be successful.
The U.S. plans to promote Zelensky’s plan among world leaders during the 79th U.N. General Assembly in New York next week. Zelensky had previously stated that he will present his strategy for victory to U.S. President Joe Biden in September. While the contents of the plan have not been revealed, presidential adviser Mykhailo Podolyak clarified on September 17 that it does not involve giving up any territory to Russia.
